How to unlock a layer in Photoshop
Very simple! If you load an image in Photoshop, it will automatically be set to a “background” layer.
Background layers are locked. To unlock the layer in Photoshop, right click the layer in the layers window, and select “Layer from Background”.
Thats it, the layer is unlocked!

when I do this the new layer window pops up asking me to create a new layer0. This guy's either not explaining it correctly, or missed to point out other things like locked background, or all layers locked, but for an amatuer, which there's many in the web, he's dead wrong in explaining it correctly.
